Tulsa Receives a Declining ‘B’ Financial Rating???

The Financial State of the Cities report found that 54 cities did not have enough money to pay their bills. Each city has some form of a balanced budget requirement, but this new report shows that cities have not met the intent of their requirement and have pushed costs onto future taxpayers. Tulsa’s financial condition declined in fiscal year 2023, primarily due to rising pension costs, yet the city maintained a $30.1 million surplus, earning a “B” grade and a $200 Taxpayer Surplus™ in Truth in Accounting’s latest report. A significant increase in Tulsa’s share of the Oklahoma Firefighters Pension System, along with market fluctuations and actuarial adjustments, contributed to growing liabilities. Public safety expenses rose to $274.4 million, a 27.3% increase driven by higher salaries and pensions. While Tulsa remains financially stable, managing escalating pension liabilities and public safety costs will be crucial for long-term fiscal health.
